The client transports ammonia via railcar across multiple jurisdictions in North America. While the chemical is essential for agricultural production, ammonia spills pose severe health, safety, and environmental risks if not managed effectively. The client recognized that many local first responders along these routes lacked consistent, updated training materials specific to ammonia railcar incidents. Without proper training, emergency response capacity could be delayed or ineffective, increasing the risk of harm to people, property, and the environment.

Objectives & Success Criteria

The client sought to:

  • Develop a comprehensive, fit-for-purpose training program tailored to ammonia railcar emergency response.
  • Ensure first responders understood the unique hazards and response protocols associated with ammonia spills.
  • Create a train-the-trainer program to enable the client to deliver and scale training independently over time.

Success was measured by the development of practical, competency-based training aligned with adult learning principles, the ability to deliver training at scale using the client’s mobile railcar training center, and the completion of a train-the-trainer program scheduled for delivery in Georgia in Q2 2025.

PMO Solution (What We Did)

PMO deployed expertise from its Training & Competency and Emergency Management divisions. A Training and Competency lead, supported by a senior training specialist with a PhD in Adult Education, led the project. The team:

  • Reviewed existing training materials for gaps and inconsistencies.
  • Assessed risks specific to ammonia railcar spills, including health, safety, and environmental impacts.
  • Defined critical learning objectives and outcomes for first responders.
  • Developed new competency-based training modules and supporting materials.
  • Designed a train-the-trainer program to hand back to the client for ongoing implementation.

The program leveraged the client’s unique refurbished railcar training center, which can travel across North America to deliver hands-on, scenario-based learning to large groups of first responders.
