A major Canadian oil and gas company engaged PMO to support its national retail division. The client operated mobile card-lock fuelling stations across Canada and required a robust compliance register to track the complex network of regulatory requirements. The facilities were subject to overlapping federal, provincial, and municipal legislation, creating risks of non-compliance. In addition, the client’s internal operating standards and third-party operator contracts had to be harmonized with external regulatory frameworks to ensure consistency and avoid liability.

Objectives & Success Criteria

The client sought to:

  • Develop a comprehensive compliance register covering all facilities across Canada.
  • Review and harmonize internal standards and operator contracts with applicable legislation.
  • Establish standardized checklist protocols for facility operations and future contract development.

Success was measured through the creation of a fully integrated compliance register, improved alignment between internal standards and regulatory requirements, and the delivery of practical tools (checklists and protocols) to enhance operational consistency and compliance assurance.

PMO Solution (What We Did)

Drawing on extensive experience with compliance registers in LNG, midstream, EPC, and downstream operations, PMO developed a tailored solution. The project was led by a senior regulatory specialist serving as project manager, supported by an engineer and HSE specialist. The team prioritized higher-risk facilities and jurisdictions, reviewed existing operating procedures and agreements, and systematically identified all relevant federal, provincial, and municipal legislation. The compliance register was built concurrently with gap analysis and harmonization efforts, ensuring that both operational requirements and contractual obligations were aligned with applicable regulations.

Lessons Learned / Challenges Overcome

Key challenges included navigating overlapping jurisdictional frameworks and aligning diverse internal and contractual standards with external legislation.
