The client was constructing a new facility in a major population centre in British Columbia and required a fit-for-purpose emergency response framework for the construction phase. A formal Hazard, Risk, and Vulnerability Assessment (HRVA) was required to identify credible scenariosand inform a concise, usable Emergency Response Plan (ERP).
