Business Challenge

The client was constructing a new facility in a major population centre in British Columbia and required a fit-for-purpose emergency response framework for the construction phase. Given the urban context, public visibility, and potential for multi-agency involvement, the client needed an approach that balanced realistic risk assessment with operational practicality. A formal Hazard, Risk, and Vulnerability Assessment (HRVA) was required to identify credible scenariosand inform a concise, usable Emergency Response Plan (ERP).

Objectives & Success Criteria

The client sought to:

  • Assess credible construction-phase emergency scenarios through a structured HRVA.
  • Develop a pragmatic, streamlined ERP focused on real-world response capability.
  • Engage internal stakeholders to ensure operational ownership and clarity.

Success was measured by the development of a lean, accurate ERP aligned with client expectations, the identification of credible hazards and response requirements, and stakeholder validation of the risk and response framework.

PMO Solution (What We Did)

PMO deployed its Emergency Management specialists to conduct on-site assessments and facilitate engagement with key client representatives. The team developed a tailored HRVA to identify realistic emergency scenarios relevant to construction activities, surrounding land use, and proximity to the public. Insights from the HRVA directly informed the design of a concise, practical Emergency Response Plan that emphasized clarity, simplicity, and rapid usability during an incident. The plan was developed collaboratively to ensure alignment with client processes and local emergency response expectations.

Key Components / Activities

  • Site visit and engagement with client stakeholders to understand operational context
  • Development of a tailored Hazard, Risk, and Vulnerability Assessment
  • Identification and validation of credible emergency scenarios
  • Creation of alean, construction-phase Emergency Response Plan
  • Integration of stakeholder feedback into final deliverables

Outcomes & Impact

The project delivered a clear, actionable ERP that enhanced construction-phase emergency readiness for the new facility. Through a focused HRVA, credible risks were identified, enabling the client to prioritize realistic scenarios and prepare appropriate response procedures. The resulting ERP improved clarity, coordination, and readiness among teams working on-site and supported alignment with municipal and regional emergency response expectations.

Lessons Learned / Challenges Overcome

A key challenge was balancing the need for thorough risk analysis with the client’s request for a concise, operationally friendly plan. PMO addressed this by conducting targeted scenario identification through the HRVA and focusing the ERP on high-value, credible risks. Another lesson learned was the importance of early engagement with diverse stakeholder groups to ensure the ERP reflected real operational conditions.

Value Proposition Summary

PMO delivered a streamlined and realistic emergency response framework that strengthened the client’s preparedness during construction of a high-visibility public facility. By combining risk assessment expertise with practical emergency management planning, PMO ensured the client received a lean, easy-to-use ERP grounded incredible scenarios and operational context. This project reinforces PMO’s reputation for delivering targeted, high-value emergency management solutions for government and public-sector clients.
