A major oil producer in Central Africa underwent rapid expansion and required a scalable, structured approach to develop HSE capability across its workforce. All new recruits were mandated to participate in a 6-week in-country training secondment covering a broad range of health, safety, and environmental concepts and operational expectations. Additionally, management teams needed tailored safety leadership training to reinforce cultural expectations and support organizational alignment. The client required a partner capable of designing, developing, and delivering both programs quickly while ensuring relevance to local operations and risks.
The client sought to:
Success was measured by the timeliness and quality of course development, participant engagement, management feedback, and the client’s ability to deliver both training programs in a compressed, efficient timeframe.
PMO deployed its Training division to rapidly design a robust, risk-based training program tailored to the client’s operational environment. Within 30 days, PMO developed full training curricula, site-specific content, and supporting materials for the new-recruit HSE program. Courses were delivered in person through interactive instruction, practical scenarios, and competency-based learning exercises. Simultaneously, PMO’s instructional design specialists developed a management-level safety leadership program at the client’s head office. This parallel approach enabled the client to deliver both new-recruit and management training back-to-back, generating significant time and cost savings while ensuring consistent messaging and cultural alignment across organizational levels.
PMO delivered a comprehensive and operationally relevant HSE training program that enhanced workforce preparedness for a rapidly expanding oil and gas operation. The in-person, risk-based curriculum improved safety competency among new recruits, while the management leadership program strengthened organizational understanding of safety expectations and cultural drivers. Delivering both programs in a compressed timeframe created cost efficiencies and minimized operational disruption.
A key challenge involved designing and delivering a major training program under tight timelines while ensuring relevance to diverse operational contexts across the client’s assets. PMO overcame this by deploying experienced instructors and utilizing proven training frameworks adaptable to local conditions. Another lesson learned was the value of parallel development—allowing leadership training and new-recruit training to be delivered back-to-back for maximum efficiency.
PMO delivered a high-impact, risk-based HSE training program that strengthened safety competency and leadership capability for a major African oil operator. By rapidly developing content, tailoring material to site-specific hazards, and delivering training on-site, PMO helped establish a strong safety foundation for both new recruits and management. This project highlights PMO’s ability to design and execute scalable training programs that drive safety performance and organizational alignment.
