Business Challenge

A major LNG developer constructing a large-scale facility on the west coast of Canada required a detailed and cohesive set of HSSE requirements for its Prime Contractor Agreement. The contract needed to clearly articulate expectations for health, safety, security, environmental protection, and emergency management to ensure consistent performance across all contracting entities. Given the complexity and risk profile of LNG mega projects, the client required a partner capable of integrating multiple regulatory, technical, and operational perspectives into a single unified contractual document.

Objectives & Success Criteria

The client sought to:

• Develop clear, comprehensive HSSE requirements for inclusion in the Prime Contractor Agreement.
• Ensure that contractual obligations aligned with regulatory expectations, industry best practices, and corporate standards.
• Integrate HSE, environmental, security, and emergency management requirements into one cohesive document.
• Reduce project risk by setting clear performance expectations for the Prime Contractor.

Success was measured by the completeness, clarity, and cross-disciplinary alignment of the HSSE requirements, as well as the contract’s ability to support strong safety, environmental, and security performance throughout project execution.

PMO Solution (What We Did)

PMO assembled a senior, multi-disciplinary team including regulatory experts, HSE professionals, emergency management specialists, and security consultants. Together, the team drafted a unified HSSE requirements document tailored to the scale, complexity, and regulatory landscape of the LNG project. The team reviewed applicable regulatory frameworks, corporate HSSE standards, LNG industry best practices, and relevant contractual structures. PMO then developed a complete set of requirements addressing expectations for hazard management, contractor oversight, environmental compliance, emergency response, incident reporting, security protocols, and performance monitoring. Lessons Learned / Challenges Overcome

A key challenge was balancing differing internal stakeholder expectations across regulatory, safety, environmental, and emergency domains while ensuring the document remained concise and contract-ready. PMO overcame this through structured collaboration and careful integration of requirements to avoid gaps oroverlaps. Another lesson learned was the value of early alignment between corporate standards and regulatory frameworks to ensure contractual enforceability.
