Business Challenge

A small but rapidly growing upstream oil and gas company producing approximately 1,200 barrels per day required support to develop and implement a robust Health, Safety, and Environmental (HSE) Management System. As a new operator undergoing expansion, the organization lacked dedicated HSE infrastructure, processes, and experienced personnel needed to manage increasing operational complexity. The client required guidance, technical expertise, and hands-on support to build a compliant and effective HSE program.

Objectives & Success Criteria

The client sought to:

  • Conduct a gap analysis of the existing HSE Management System.
  • Revise, strengthen, and re-implement the system to support expanding operations.
  • Provide HSE training for personnel during system rollout.
  • Obtain dedicated HSE staff to implement and manage day-to-day safety activities.
  • Maintain strong HSE performance during growth and leading up to the eventual sale of the company.

Success was measured by system maturity, audit findings, improved operational consistency, and the client’s ability to demonstrate sound HSE governance to potential buyers.

PMO Solution (What We Did)

PMO provided senior HSE professionals who conducted a detailed gap analysis of the client’s management system, identifying areas requiring refinement to meet industry standards and regulatory expectations. PMO revised the HSE Management System and supported its rollout through targeted training sessions, ensuring personnel understood new requirements and procedures. To maintain continuity and operational safety excellence, PMO seconded experienced HSE staff to the client for day-to-day support. These personnel provided field oversight, incident prevention, contractor coordination, and ongoing monitoring of system performance until the client’s sale.
