Following the development of its emergency management system and Emergency Response Plan by PMO, a Canadian mining operator required structured training for both operational and management personnel to ensure effective implementation. The site was undergoing the introduction of new hazards and processes, requiring timely “just-in-time” training for first responders and management teams. The challenge involved building capability at two distinct organizational levels—hands-on ERT responders and the Incident Management Team—while ensuring alignment with the new plan, roles, and operational realities.

PMO applied a structured, risk-based instructional design to develop and deliver both ERT and IMT training programs. In collaboration with the client, PMO tailored training content, schedule, and standards to reflect site-specific hazards, organizational structures, and operational needs. ERT training emphasized hands-on, practical skills and was delivered just in time before new hazards and processes were introduced to site operations. IMT training focused on leadership expectations, emergency management concepts, and applying the newly developed Emergency Management Plan in real-world scenarios. Training components were followed by a series of progressive tabletop exercises using realistic emergency scenarios. PMO facilitated all sessions, gathered verbal and written feedback, and produced combined and individual AARs summarizing strengths, improvement areas, and actionable recommendations.
