Business Challenge

Following the development of its emergency management system and Emergency Response Plan by PMO, a Canadian mining operator required structured training for both operational and management personnel to ensure effective implementation. The site was undergoing the introduction of new hazards and processes, requiring timely “just-in-time” training for first responders and management teams. The challenge involved building capability at two distinct organizational levels—hands-on ERT responders and the Incident Management Team—while ensuring alignment with the new plan, roles, and operational realities.

Objectives & Success Criteria

The client sought to:

  • Deliver risk-based, practical ERT training aligned with new hazards and operating conditions.
  • Equip the Incident Management Team with a solid understanding of emergency management principles and the newly developed Greenstone Emergency Management Plan.
  • Clarify IMT roles, responsibilities, and decision-making expectations.
  • Validate learning and operational readiness through multiple realistic tabletop exercises.
  • Produce After-Action Reports summarizing performance, lessons learned, and improvement recommendations.

Success was measured by participant engagement, demonstration of operational competency during exercises, improved understanding of emergency management expectations, and documented findings from the AARs.

PMO Solution (What We Did)

PMO applied a structured, risk-based instructional design to develop and deliver both ERT and IMT training programs. In collaboration with the client, PMO tailored training content, schedule, and standards to reflect site-specific hazards, organizational structures, and operational needs. ERT training emphasized hands-on, practical skills and was delivered just in time before new hazards and processes were introduced to site operations. IMT training focused on leadership expectations, emergency management concepts, and applying the newly developed Emergency Management Plan in real-world scenarios. Training components were followed by a series of progressive tabletop exercises using realistic emergency scenarios. PMO facilitated all sessions, gathered verbal and written feedback, and produced combined and individual AARs summarizing strengths, improvement areas, and actionable recommendations.

Key Components / Activities

  • Development of customized training content based on mine-specific risks and scenarios
  • Creation of a training program, schedule, and standards in collaboration with the client
  • Hands-on Emergency Response Team (ERT) training
  • Incident Management Team (IMT) leadership and plan-familiarization training
  • Delivery of progressive, realistic tabletop exercises
  • Participant engagement through discussions, feedback sessions, and debriefs
  • Preparation of individual and consolidated After-Action Reports

Outcomes & Impact

PMO delivered a robust emergency management training program that strengthened both first responder and management-level capabilities at the mining operation. ERT members gained confidence and proficiency in operational response to emerging hazards, while IMT leaders improved their understanding of their roles and the implementation of the Emergency Management Plan. Tabletop exercises reinforced learning and identified actionable improvements, captured in comprehensive AARs. The training enhanced overall site readiness and supported continuous improvement in emergency management practices.

Lessons Learned / Challenges Overcome

A key challenge involved delivering timely, risk-based training ahead of new hazard introduction while ensuring content was tailored to participants with varying levels of experience. PMO overcame this by adopting a flexible instructional approach and customizing both ERT and IMT sessions. Another lesson learned was the value of highly interactive and scenario-based learning, which significantly enhanced participant engagement and retention.

Value Proposition Summary

PMO provided an integrated emergency management training solution that strengthened operational readiness across both frontline responders and leadership teams. Through risk-based design, hands-on delivery, and realistic scenario exercises, PMO reinforced the mining operation’s emergency preparedness and ensured alignment with its newly developed Emergency Management Plan. This project demonstrates PMO’s capability in delivering tailored, high-impact emergency management training for complex industrial environments.
