Business Challenge

A major Canadian LNG project on the BC coast required a comprehensive Emergency Response Plan to be developed and submitted to regulators and Indigenous stakeholders prior to initiating work on site. As a large and high-profile project in a sensitive region, the ERP needed to reflect local risks, community considerations, environmental sensitivities, and alignment with the client’s overarching HSSE Management System. The client required expert support to ensure the plan metall regulatory expectations and stakeholder requirements.

Objectives & Success Criteria

The client sought to:

• Develop a site-specific, practical Emergency Response Plan suitable for an LNG construction and operations environment.
• Conduct a gap analysis against regulatory and Indigenous expectations.
• Ensure alignment between the ERP and the existing HSSE Management System.
• Provide a submission-ready document for formal review and approval by regulators and Indigenous partners.

Success was measured through stakeholder acceptance, regulatory compliance, and ease of integration into the client’s broader HSSE framework.

PMO led the development of the ERP using a structured emergency management approach tailored to LNG risks, coastal conditions, and local stakeholder expectations. A detailed gap analysis was conducted to compare the client’s existing emergency processes with regulatory requirements and industry best practices. PMO developed a fit-for-purpose ERP that included emergency roles and responsibilities, communication pathways, response procedures, integration with external agencies, and considerations unique to the project’s coastal and Indigenous context. The plan was then incorporated into the client’s HSSE Management System and submitted to regulators and Indigenous partners for review and approval.

Lessons Learned / Challenges Overcome

Developing an emergency plan for a major LNG project in a sensitive geographic and cultural context required strong alignment across regulatory bodies, Indigenous communities, and corporate stakeholders. PMO’s structured engagement approach ensured all perspectives were addressed, and that the final ERP balanced technical rigor with stakeholder expectations.
