Business Challenge

The client – a city in Saskatchewan - required a modernized Emergency Management Plan that reflected current risks, updated governance structures, and the evolving expectations of regional emergency coordination. The existing plan had become outdated and no longer aligned with regional processes or best practices. The City needed expert guidance to update its emergency management framework, ensure compatibility with the Regional Emergency Management Plan (which PMO had also built), and clearly communicate revised processes to municipal leadership.

Objectives & Success Criteria

The client sought to:

  • Update and enhance the City’s Emergency Management Plan.
  • Review existing documents, historical incidents, and hazard/risk profiles.
  • Clarify emergency governance, coordination, and operational processes.
  • Integrate the City plan with the new Regional Emergency Management Plan.
  • Present a clear, streamlined system to the City Planning Committee, Mayor, and Council.

Success was measured by delivery of a complete, modernized EMP aligned with municipal and regional needs, validated through engagement sessions, and accepted by City leadership.

PMO Solution (What We Did)

PMO began with a scoping session to understand the client’s needs, planning expectations, and existing challenges. The team collected key documents, conducted historical incident reviews, and held discovery workshops with City personnel to assess show hazards, risks, and emergency roles were currently being managed. Using these insights, PMO developed a comprehensive City Emergency Management Plan that clarified governance structures, streamlined response processes, and ensured alignment with the Regional Emergency Management Plan. PMO facilitated sessions with the City Planning Committee to explain the revised framework and supported the City through the approval process with Mayor and Council.
